Senate sends parliamentary inquiry to government regarding problems in the cadastre sector

The Senate has sent a parliamentary inquiry to the Cabinet of Ministers regarding problems in the field of land and real estate. The decision on this was adopted at the Senate's plenary session on September 11.

According to Abdusaid Kuchimov, a senator and Director General of the National News Agency of Uzbekistan, more than 60 regulatory legal acts aimed at regulating the sector have been adopted over the past five years.

Digital technologies have been introduced into the cadastre system, and a number of works have also been carried out to integrate information systems.

In particular, instead of the "Davreyestr", "Ko‘chmas mulk", and "Ko‘chmas mulk-3" information systems, which previously operated separately, the Uzcard system — an integrated information portal for cadastre and real estate registration — was launched in cooperation with the World Bank.

In addition, in order to digitalize land and cadastral control, the "E-yernazorat" automated information system was introduced and integrated with the information systems of the Prosecutor General's Office and the Ministry of Internal Affairs.

Despite this, problems persist in the sector. Currently, out of 8.8 million real estate objects in the republic, 6.2 million are state-registered, while 2.6 million have not yet been registered.

In 2025, a total of 29,000 appeals regarding issues within the competence of the Cadastre Agency were received by the President's Virtual and People's Receptions.

The highest number of appeals was recorded in Kashkadarya region — 3.2 thousand, Surkhandarya — 3.1 thousand, Tashkent region — 3 thousand, Tashkent city — 2.9 thousand, and Samarkand region — 2.8 thousand.

"68.6 percent of the appeals relate to the registration of cadastral documents, the cadastral database, cases of unauthorized occupation of land plots, and their illegal use," said Abdusaid Kuchimov.

In 2025, 20.9 thousand cases of unjustified refusal in the provision of public services by cadastral authorities were identified. In another 8.9 thousand cases, the deadlines for providing public services were violated, in 46 cases, redundant documents were demanded from citizens, and 251 other types of violations were recorded.

In 96 cases, cadastral documents were processed by the regional departments of the State Cadastre Chamber in violation of legal requirements.

Furthermore, during 2025 and the first quarter of 2026, 86 criminal cases were initiated regarding violations identified in the activities of the Cadastre Agency and its subordinate organizations.

In 2025, courts reviewed more than 3,000 disputes regarding the invalidation of decisions made by officials of cadastral authorities, and declaring their actions or omissions unlawful.

During the session, the need to introduce mechanisms for determining the market value of real estate objects, simplify the procedure for allocating land plots to strategic investors, and improve the quality of cadastral services provided to the population and entrepreneurs was noted.

It was also emphasized that compliance with legislative requirements in cadastral authorities must be ensured, and internal control over the legality and validity of decisions must be strengthened.

At the end of the discussion, a decision was made to send a parliamentary inquiry to the Cabinet of Ministers to clarify these and other issues.
