Record step by the EU against Russia: 1,646 individuals and organizations expected to be added to the sanctions list

The European Union plans to add another 1,646 individuals and organizations to its sanctions lists against Russia. According to DW, this will be the largest single expansion of the lists during Russia's war against Ukraine.

EU ambassadors have reached an agreement on two new lists. They are expected to be officially approved by foreign ministers on October 12 in Luxembourg.

Currently, nearly three thousand individuals and organizations are subject to restrictions under the sanctions regime related to violating the territorial integrity of Ukraine. If the new decision is adopted, this figure will immediately increase by more than half.

This decision does not provide for additional restrictions on individual sectors of the Russian economy. The focus is primarily on specific individuals and organizations.

According to DW's sources in European diplomatic circles, the main list consists of 1,569 names — 743 individuals and 826 organizations. Most of them are connected to the Russian military-industrial complex. No new high-profile names among Russian oligarchs are expected to be included.

According to Reuters, more than half of those being added to the new list are involved in the production of ballistic missiles, including the "Iskander-M" systems.

Among them are manufacturers of missiles, rocket engines, and solid fuel, enterprises producing special materials and drones, as well as organizations servicing submarines.

Another 77 individuals are expected to fall under sanctions for participating in the organization and holding of Russian State Duma elections in the temporarily occupied territories of Ukraine. Candidates and representatives of election bodies will be included in this list.

In addition, the ministers are expected to politically approve sanctions against seven more names linked to North Korea's support for Russia's war. The official approval of these restrictions will take place later.

The European Union is also preparing a separate list in response to Russia's hybrid attacks in Europe. On October 12, a political agreement may be reached in this area, including regarding 12 names linked to the attack in Leipzig. The official approval will take place later, likely at the foreign ministers' meeting in November.

According to European diplomats, these restrictions may also cover well-known Russian propagandists and media outlets. It is also planned to include key structures providing the organization and dissemination of disinformation campaigns in the list. The final composition and names have not yet been disclosed.
