Presidential decree approves National Statistics Strategy 2030
On September 10, President Shavkat Mirziyoyev signed a decree approving the National Statistics Development Strategy 2030, introducing a broad framework aimed at maximizing the value of forthcoming population and agricultural census data.
Under the newly approved strategy, the National Statistics Committee is tasked with creating a comprehensive statistical population register by the end of 2027 using raw data collected through nationwide census operations. Once operational, the system will update the way the country monitors demographic shifts, introducing a standardized method for calculating population indicators and regularly publishing official demographic information.
To make this possible, government databases containing citizen records will be fully aligned. These state records will be directly connected to the centralized statistical register to ensure uninterrupted data synchronization.
Before the system is launched, it must undergo strict compliance checks by the Cyber Security Center to confirm its resistance to data breaches. The platform will only be activated after receiving official approval from cyber experts, and it will then be subject to ongoing, long-term security monitoring.
Access to the statistical population register will be tightly restricted. Only authorized statistical staff will be allowed to use the platform, and only for producing aggregated, high-level data summaries.
At the same time, using the register to obtain individual personal data will remain strictly prohibited for state bodies, companies, and private citizens. The decree also requires the establishment of a parallel agricultural statistical register, which will likewise receive real-time updates to preserve data integrity.
