Preferential lending for employers educating students under the dual system is being expanded
The Cabinet of Ministers approved a procedure for providing preferential loans to organizations that jointly implement dual education programs with technical schools and ensure graduate employment. Employers will be able to receive up to 5 billion soums for a period of up to seven years, including a two-year grace period.

The Cabinet of Ministers adopted Resolution No. 449 of August 21, 2026, "On measures to further expand customer participation in the training of mid-level personnel in technical schools and ensuring graduate employment."
This document approves the Regulation on the procedure for providing loans to organizations that have created dual educational institutions jointly with technical schools and ensure graduate employment. The Regulation includes the following procedures:
According to Resolution No. 316 of October 23, 2025, employers who have organized dual education programs with technical schools are provided loans for up to seven years, with a two-year grace period. The loan amount can reach 5 billion soums, and the interest rate exceeds the Central Bank's base rate by 4 percentage points.
A preferential loan of up to one billion soums is provided on the condition that at least five students are enrolled in the dual education program for two academic years and at least one graduate is employed within one year.
The funds can be used for projects in the manufacturing and service sectors to acquire fixed assets and replenish working capital.
