President of the Republic of Uzbekistan Shavkat Mirziyoyev signed the Constitutional Law "On the International Center for Digital Technologies".

Uzbek President Shavkat Mirziyoyev approved the Constitutional Law on the International Center for Digital Technologies "Enterprise Uzbekistan."
This law creates a unique legal framework for Enterprise Uzbekistan, laying a long-term foundation for attracting global technology companies, startups, investors, research organizations, and highly qualified specialists to the country, according to the press service of IT Park Uzbekistan.
The Center's special legal regime will remain in effect until 2100 and covers a wide range of issues: corporate and commercial relations, investment activities, labor relations, data and intellectual property protection, government services, artificial intelligence, education, regulatory testing of innovations, taxation, and customs regulation.
"The signing of the Law is a key moment for Enterprise Uzbekistan. We now have a solid legal framework that is understandable to global technology companies and investors. “We are seeing significant interest from international businesses, and the adopted Law removes one of the main barriers to entry into the Uzbek market, creating the foundation for the formation of a competitive, world-class technology ecosystem,” said Bokhodir Ayupov, Vice President of Global Business Development at Enterprise Uzbekistan.
**Long-Term and Predictable Legal Environment – for Decades to Come**
The Law establishes a special legal framework for Enterprise Uzbekistan, effective until 2100.
The Center’s regulations may be developed taking into account elements of the common law of England and Wales, as well as the standards of leading international financial centers.
The opportunities, preferences, and benefits provided under the special legal regime may not be changed to the detriment of their recipients or terminated before their expiration. These measures ensure a stable, predictable, and long-term legal environment.
**Registration and Doing Business**
Legal entities engaged in approved activities may become Center residents. The law permits the establishment of companies under the law of the Center, the participation of legal entities from other jurisdictions, and the operation of branches and representative offices of foreign organizations. Resident status is acquired upon registration and inclusion in the unified register of Center participants.
The Center's bodies are authorized to register and accredit individuals and legal entities, conduct permitting procedures in areas covered by the special legal regime, and provide consulting and information services.
**Investments, Venture Capital, and Startups**
The law establishes the legal basis for the alternative and venture investment ecosystem, identifying four categories of investors: institutional investors, startup investors, resident investors, and infrastructure investors.
Investors have the right to independently determine the volume, form, and direction of investments, as well as freely dispose of any income they receive. The law provides for the protection of funds, assets, property, and property rights from nationalization, expropriation, confiscation, freezing, and other restrictions, except in cases expressly established by law and by binding court decisions.
**Regulatory Sandbox – a Testing Platform for New Solutions**
One of the Center's key tools is the "regulatory sandbox": an opportunity to test innovative technologies, products, and services under controlled conditions, in a limited market, for up to 12 months. Sandbox participants may be temporarily exempt from certain legal requirements, receive simplified access to licensing and permitting procedures, and use the Center's infrastructure, including research laboratories and expert consultations.
If the solution demonstrates effectiveness and safety following testing, it can be permanently implemented at the Center or gradually scaled up to other regions of Uzbekistan.
**International Specialists and Flexible Labor Relations**
Foreign employees of the Center will be issued entry visas for up to three years. They can be obtained through consulates, at international airports in Uzbekistan, or while already in the country.
The labor regime is based on the principles of contractual regulation, non-discrimination, occupational safety, and fair pay. It allows for remote work, flexible schedules, various work schedules, and alternative compensation systems, while maintaining minimum worker protection guarantees.
**Financial Infrastructure**
Center participants will be able to receive banking, investment, venture, insurance, payment, and other financial services through accredited partners. Branches of foreign banks may be opened at the Center with the approval of the Central Bank of the Republic of Uzbekistan.
**Data, Cloud Technologies, and Intellectual Property**
The Center will have special rules for the processing and protection of personal data, oriented toward international standards. The law permits the storage and processing of data using cloud technologies, subject to compliance with security, integrity, and reliability requirements.
The law also provides for the protection of intellectual property rights in accordance with generally recognized international standards and establishes additional mechanisms for their registration and protection, including the ability to submit applications through digital services.
**Artificial Intelligence and Education**
The law guarantees freedom of research, development, testing, and implementation of artificial intelligence technologies, taking into account the protection of human rights, public safety, and the international obligations of the Republic of Uzbekistan, and creates a foundation for international scientific and technological cooperation.
In the field of education, the use of programs and standards from leading foreign educational organizations is permitted.
Academies, research institutes, universities, branches of foreign universities, and training centers may be established within the Center's territory based on special licenses from the Center's Administration.
**Tax and Customs Regime**
A special tax model is applied within the Center: only VAT, profit tax, and personal income tax are retained; other taxes and fees for activities under the special regime are not applied.
Key conditions for exporting and operating within the Center:
* 0% corporate income tax
* 0% VAT
* 0% personal income tax for foreign employees
* Investor tax exemption on dividends and other income received from investment activities under a special legal regime
However, "Enterprise Uzbekistan" offers more than just tax advantages. Companies will operate under separate rules for registration, corporate governance, contractual relations, investment, employment, banking operations, and data protection. Regulation is based on elements of English common law and international practice, and English will be the official language of business.
Therefore, investors receive not only zero rates but also a clear, secure, and internationally oriented legal environment within Uzbekistan.
**Dispute Resolution**
Civil, economic, corporate, labor, and other disputes arising under the special legal regime are subject to the jurisdiction of the Tashkent International Commercial Court.
**Management and Next Stages**
The highest governing body of Enterprise Uzbekistan is the Governing Council, chaired by the President of the Republic of Uzbekistan. The executive body is the Center Administration, responsible for developing rules, supporting participants, developing infrastructure, monitoring projects, and operating the regulatory sandbox.
In the first period, the Center's bodies will ensure the adoption of a set of regulations defining practical procedures for registration, licensing, investment, tax and customs administration, labor relations, data protection, and other elements of the special legal regime.
In the next stage, Enterprise Uzbekistan will focus on developing the regulatory framework, launching digital services, developing infrastructure, and attracting global technology companies, startups, investors, and international partners.
