It has been revealed that Russian military personnel are conducting exercises in preparation for mobilization.

In July, it was revealed that military exercises were held in the Kaliningrad region to demonstrate how to move in the event of a mobilization announcement. This was reported by The Wall Street Journal, citing representatives of Western intelligence services.

According to the publication's sources, during the exercises, the military, among other things, checked the level of readiness for mobilization events in the region, the possibilities of accommodating mobilized people, and the system of providing them with food and weapons.

Representatives of Western special services said that similar exercises are being held in other regions of Russia. However, they did not specify which regions they were talking about.

WSJ sources called this preparation for the announcement of a new wave of mobilization. In their opinion, mobilization is unlikely to be announced before the parliamentary elections in September.

At the same time, the experts interviewed by the newspaper noted that it is still unclear what the practical effect of such a decision would be if the Russian government announced mobilization in the fall. They noted that in winter, combat operations would slow down due to difficult weather conditions. However, according to Michael Kofman, an analyst at the Carnegie Endowment, a new wave of mobilization could affect the situation on the front as early as 2027.

The possibility of a new wave of mobilization has been reported since late June. According to the most common assumption, the mobilization could be announced after the September elections.

Russian officials, however, have denied that there are plans for a new mobilization. They made similar statements even before the mobilization was announced in September 2022. At the same time, a separate decree has not yet been issued officially ending the mobilization that began in 2022.

Amid rumors of a new mobilization, the human rights organization Kovcheg noted a sharp increase in interest among Russians in the possibility of emigrating from the country in August.
