The procedure for determining the market and starting price in public procurement has been established in Uzbekistan
By government decision, the temporary regulation on the procedure for determining the average market and starting price of the subject of public procurement was approved.
This regulation defines how state customers determine the average market and starting price of the procurement subject during the public procurement process. The document will remain in force until December 31, 2028.
According to it, the state customer must use the funds allocated for public procurement efficiently, including ensuring an optimal ratio between the benefit obtained from purchasing the goods, works, or services, and their quality and value.
It is also required to take into account the feasibility and necessity of the public procurement, the characteristics of the goods, works, or services, the costs of conducting the procurement, and the justification of the value of the goods, works, or services.
In carrying out each public procurement, studying the average market price of the procurement subject will be mandatory.
Before starting the procurement procedures, the state customer uses information on market prices from the last 90 days to form the average market price through the price module.
The electronic certificate on the average market and starting price of the procurement subject is drawn up in a standard form.
It reflects the subject of procurement, the sources studied, including information on goods, works, or services, as well as calculations for determining the average market and starting price.
