In Uzbekistan, the activities of informal real estate agents will be legalized and a unified multi-listing system will be introduced
In order to legalize informal intermediaries and prevent fraud in the Uzbekistan real estate market, a "real estate agent" category and a unified registry are being introduced. These mechanisms will increase the reliability of advertisements and allow checking the status of intermediaries, said representatives of Davaktiv.

In Uzbekistan, plans are underway to legalize the activities of informal intermediaries in the real estate market, consolidate information about realtors and agents into a single system, and prevent cases of fraud. For this purpose, the category of real estate agent and a unified multi-listing system will be introduced. This was announced at a press conference held at the Content Preparation Center on October 9, reports a Gazeta correspondent.
According to Mirjamol Mirkamalov, the previous law on real estate activities was adopted in 2010 and mainly covered licensing and state control issues. Later, the abolition of the licensing requirement, as well as the scattered nature of information about industry participants, created the need to develop new mechanisms to regulate the activity.
The new law, prepared at the initiative of the Agency, was adopted on August 8, 2026. It clarifies the types of real estate services, the status of industry participants, and the procedure for monitoring their activities.
One of the main innovations of the law is the introduction of the concept of a real estate agent. While the previous legislation envisaged a realtor with a qualification certificate, the new procedure allows intermediaries who have been working informally to operate legally as well.
Mirjamol Mirkamalov noted that a real estate agent can provide information-consulting and advertising services by concluding an agreement with the property owner without obtaining a qualification certificate. To do this, they can operate as an individual entrepreneur or a self-employed person.
"In the real estate sector, in popular terms, there is a 'black market'. To put an end to the activities of informal brokers, we introduced the category of real estate agent," says the agency representative.
According to him, the purpose of introducing the new category is to attract informal intermediaries into legal activity using simple mechanisms, rather than by imposing complex requirements or making them pass qualification exams.
"We chose the easiest path to transition from the black market to the legal path. We do not plan to subject real estate agents to qualification exams or impose complex requirements on them," says Mirjamol Mirkamalov.
The agency representative emphasized that this procedure is particularly important for protecting citizens searching for real estate online. He noted that citizens often encounter fraud cases involving brokers through advertisements on OLX and Telegram channels.
Under the new law, the State Assets Management Agency is tasked with maintaining a unified registry in the real estate sector. It will consolidate information on realtors with qualification certificates, real estate organizations, real estate agents, and public associations in the field.
Mirjamol Mirkamalov said that information about realtors and organizations existed before, but it was incomplete. After licensing was abolished, information about organizations became scattered, and some public associations did not fully post information about industry participants on their official websites.
The unified registry will allow citizens to verify the status of specialists and organizations offering services in buying or selling real estate.
The law also provides for transferring part of the state control over the sector to public associations. The authority to issue qualification certificates to realtors will be transferred from the agency to the relevant public associations. Real estate organizations, in turn, must become mandatory members of one of the public associations in the field to carry out their activities.
Within the framework of the law, it is also planned to introduce a unified multi-listing system in the country.
Sohibjon Murodov explained that the electronic platform will combine information about real estate objects and the legal specialists working with them.
Through the system, it will be possible to consolidate information about real estate, increase the reliability of advertisements, and verify the legal status of the intermediary.
For example, if an agent posts an advertisement about an object on OLX or another internet platform based on an agreement concluded with the owner, information about their legal status can be automatically displayed in the advertisement through integration with the multi-listing system.
To achieve this, the agency plans to provide an open information channel allowing internet platforms to retrieve data. Although it is not possible to force private advertising platforms to connect to the system, conditions will be created for them to integrate the data.
"When the multi-listing system is introduced, a database of real estate objects and their actual owners will be created. It will be openly accessible to citizens, property owners, and realtors across the country 24/7," says Sohibjon Murodov.
According to him, the technical specifications of the system also provide for a mechanism of integration with other internet platforms. This is expected to help citizens verify the status of the person posting the advertisement and make decisions based on reliable information.
The new law defines four main types of real estate services: mediation in real estate transactions; provision of information-consulting services and advertising; organizing and conducting auctions; and trust management of real estate.
Agency representatives noted that defining trust management services as a separate direction will serve to legally regulate services in the real estate market.
At the same time, the requirement to obtain a license to engage in real estate activities was abolished earlier. The new law clarifies the mechanisms for determining the status of industry participants, systematizing information about them, and monitoring their activities.
At the press conference, questions were also asked about the impact of the new law on tax obligations and the prices of real estate services.
Mirjamol Mirkamalov said that real estate agents can operate as individual entrepreneurs or self-employed persons. He stated that the new regulations would not affect real estate prices.
Agency representatives also stated that relevant regulatory legal acts have been developed to implement the law. The law will enter into force on November 8, 2026.
