In Uzbekistan, fines for begging, as well as involving people in this activity, have been increased. The law to this effect was signed the day before by President Shavkat Mirziyoyev.

Fines for begging increased in Uzbekistan

In Uzbekistan, fines have been stiffened for begging — that is, actively soliciting money, food, and other material assets on the streets, in transport, as well as in public places — and for involving people in this activity (Article 188−3 of the Code of Administrative Responsibility). This is established by a law signed by the president on October 14. The new fines came into effect on the same date.

Now, engaging in begging carries a fine ranging from 3 to 5 basic calculated values (BCV) or administrative arrest for up to 15 days (previously — from 1 to 3 BCV or arrest for up to 15 days).

Involving minors, the elderly, persons with mental disorders, people with disabilities, and others in begging, as well as involving them in begging with coercion to consume alcoholic beverages or substances that are not narcotic or psychotropic but affect intellectual and volitional activity, entails a fine from 10 to 15 BCV or administrative arrest for up to 15 days (previously — from 5 to 10 BCV or arrest for up to 15 days).

Administrative and criminal liability for begging was introduced in Uzbekistan in early 2019.
