Compensation to be paid if electricity outages are not resolved within the specified time

In Uzbekistan, a mechanism will be introduced to pay compensation to consumers if electricity outages are not resolved within the specified timeframes. This is stipulated in the presidential decree No. UP-202, signed on September 22.

A relevant draft document in this direction will be developed by December 2026. It will be submitted to the Cabinet of Ministers in agreement with the interested ministries and departments. The Ministry of Economy and Finance, the Ministry of Energy, and the Committee for Competition Promotion and Consumer Protection have been designated as responsible for this work.

Measures to electrify areas with difficult access to natural gas will also be accelerated. In November 2026, negotiations will be held with international financial institutions to attract experienced consultants in this regard. In December, consultants will be involved with the technical support of international financial institutions. By February, a concept for the electrification of areas with difficult access to natural gas will be developed together with them.

The concept will provide for the following:

- establishing preferential electricity tariffs for consumers to be electrified, as well as for consumers who do not have access to natural gas supply and use electricity for heating purposes;

- introducing support mechanisms for purchasing highly energy-efficient household appliances to be replaced as a result of electrification.

In April 2027, a relevant draft document will be developed and submitted to the Cabinet of Ministers in the established manner. The Ministry of Energy, the Ministry of Economy and Finance, and the National Energy Efficiency Agency have been designated as responsible for fulfilling these tasks.

The plan to switch the heating system to electricity in neighborhoods with difficult access to natural gas in Uzbekistan was announced on July 27 during a videoconference meeting chaired by the president. It was reported that there are currently 1,916 neighborhoods with difficult access to natural gas, and officials were instructed to determine within three months how much infrastructure and additional electricity would be required to switch the heating system in these neighborhoods to electricity.
