An Institute of Cryptology and Cybersecurity will be established in Uzbekistan.

Uzbek President Shavkat Mirziyoyev signed a decree establishing the Institute of Cryptology, Information Security, and Innovative Technologies. The new institution will be formed on the basis of the Center for Radioelectronic Systems and Information Technologies, which operates at the Muhammad al-Khwarizmi Tashkent University of Information Technologies.
The key areas of the institute's activities will be the retraining and advanced training of specialists in cryptology, information security, and information and cybersecurity. Additionally, the institute will train specialists in artificial intelligence, big data processing, digital forensics, and other advanced digital technologies.
The institute will actively engage in research and development, as well as participate in the implementation of fundamental, applied, and innovative projects. Its responsibilities will also include the development of legal acts, national standards, and regulations in relevant areas.
Subject to approval by the authorized cybersecurity agency, the institute will be authorized to develop, manufacture, sell, and certify cryptographic and technical protection tools for restricted information.
In addition, the institute's specialists will conduct expert assessments of the information resources and systems of government agencies and organizations. These assessments will include, in particular, critical information infrastructure facilities. The institute will be able to assess their security level and certify facilities where restricted information is processed.
Institute employees, as well as invited faculty and specialists, will be able to obtain mortgage loans for the purchase of housing in new buildings in the Tashkent region. The down payment must be at least 15% of the housing price. Loans will be provided by commercial banks for terms of up to 20 years at interest rates established by law.
An off-budget Development Fund will also be established at the institute. Its revenue will be generated from certification and other services, sales of developed technical equipment, sponsorship donations, and other sources.
The fund's resources will be used to strengthen the institute's material and technical base, develop the library, finance educational, scientific, and industrial activities, implement research projects, and provide financial incentives for employees.
