Entrepreneurs may see reduced electricity charges for advertising signs
In Uzbekistan, it has been proposed to simplify a number of procedures for entrepreneurs related to the use of electricity, petroleum products, and gas. In particular, there are plans to abolish the triple multiplying coefficient when paying for electricity used for mandatory lighting, signs, and other designations, as well as to provide businesses with the opportunity to voluntarily rectify identified violations without the application of financial sanctions.
The corresponding amendments are proposed to be made to certain government resolutions. The draft has been posted on the portal for the discussion of draft regulatory legal acts.
According to the draft, before applying a financial sanction, the authorized body will have to issue a mandatory written prescription to the entrepreneur to rectify the violation and fully compensate for the damage caused. At least 10 working days are allocated for this.
If the entrepreneur fully complies with the prescription, rectifies the violation, and compensates for the damage within the established timeframe, no financial sanction will be applied. If the requirements are not met or are met improperly, the authorized body will be able to make a decision to apply punitive measures.
In addition, it is proposed to fully transition the registration of cadastral passports for zones with high technogenic hazard to an electronic format. The application can be submitted through the Single Portal of Interactive State Services or an automated information system.
The application will be automatically registered on the day of submission. Requesting documents and information from the applicant that are already held by state bodies will not be allowed — they will be obtained through the system of interdepartmental electronic interaction.
The authorized body will verify the completeness of the submitted documents within two working days. If rectifiable deficiencies are identified, an electronic notification will be sent to the applicant, giving them five working days to correct them.
The application itself and the attached documents must be reviewed within 10 working days. After this, the cadastral passport will either be registered in the state registry or a decision to reject it will be made.
The issued document in electronic form with a QR code and an electronic digital signature will be sent to the applicant's personal account within one working day after registration.
The public discussion of the draft will last until October 14.
