Enterprises to be established under technical schools: Grants of up to 1 billion soums to be provided
Spin-off enterprises that implement students' startup projects will be established under state technical schools. A procedure has been established to allocate grants of up to 1 billion soums to them and to grant the right to use vacant buildings and areas of technical schools free of charge for up to five years.

By Resolution No. 524 of the Cabinet of Ministers dated September 29, 2026, the regulation on the establishment of spin-off enterprises under technical schools was approved.
These enterprises will launch product manufacturing or service provision based on new developments and startups. Technical school students will also be involved in this process, with special attention paid to ensuring their practical skills and employment.
By the end of 2026, it is planned to launch at least one model spin-off enterprise under a technical school in the Republic of Karakalpakstan, the regions, and the city of Tashkent. This regulation does not apply to non-governmental professional education organizations.
The initiative to establish an enterprise can be put forward by the technical school itself, individuals, or legal entities. The application is submitted through the EMIS PT information system of the Agency for Professional Education. It must be accompanied by constituent documents, a business plan, a technical justification, and financial calculations.
Applications will be reviewed by a special commission within 10 days. If necessary, this period may be extended for another five days. The project presentation will be held in the form of an open discussion.
When the enterprise is state-registered, the share of the technical school in its charter fund must be at least 25 percent. Privatization of the state share is prohibited for five years.
To implement startup projects, a grant of up to 1 billion soums will be allocated from the Professional Education Development Fund. The enterprise requesting the grant must confirm that at least one pedagogue or production training master is working in its labor collective. Additionally, contracts concluded on dual education with at least five students of the technical school must be submitted.
