Corruption crimes have increased sharply in local governments
In 2024, 106 local government officials were convicted of corruption crimes, while in 2025 this figure was 497. Andijan region continues to be in first place in the list of regions with the highest levels of corruption.

The number of corruption crimes in khokimiyats has increased sharply
On August 8, the Director of the Anti-Corruption Agency Akmal Burhonov presented a national report on the fight against corruption in 2025 at the plenary session of the Senate.
At the end of the report, Abdulhakim Eshmurodov, Chairman of the Senate Committee on Judicial and Legal Issues and Combating Corruption, disclosed some statistical data. Kun.uz presents the figures provided by the senator in comparison with the indicators for 2024.
According to the data, in 2025, a total of 7,517 individuals were brought to criminal liability by the courts across the republic for corruption crimes. This figure is 163 people or 2.2 percent more than a year earlier (7,354).
In 2025, the damage caused to state interests as a result of corrupt actions exceeded 2.9 trillion soums. In 2024, this figure was 2.81 trillion soums.
Andijan region retained its "leadership" in corruption crimes: in 2024, 882 people were convicted of corruption in this region, while in 2025 their number reached 946.
Last year, 793 people committed corruption crimes in Tashkent region (a year earlier - 697), 745 people in Kashkadarya (695), 709 people in Samarkand region (643), and 549 people in Namangan region (877).
The sharp increase in corruption cases in local khokimiyats by sector is noteworthy. In 2024, 106 employees working in khokimiyats were held accountable for corruption crimes, while in 2025 this number reached 497.
In addition, the number of corruption cases among employees of healthcare (342 in 2024; 404 in 2025) and higher education institutions (90, 161) also increased.
At the same time, the number of corruption cases in the preschool and school education system (654 in 2024; 580 in 2025) and commercial banks (271, 245) decreased.
“Analysis shows that, although a solid legal and institutional framework has been created in our country to combat corruption, the work being carried out in some areas is still mainly focused on eliminating the consequences of corruption. Preventive mechanisms aimed at early identification and elimination of systemic causes and conditions that lead to corruption, especially internal control structures, risk assessment and work on ensuring the responsibility of leaders, are not as effective as expected,” said Abdulhakim Eshmurodov.
Akmal Burhonov, Director of the Anti-Corruption Agency, presented figures on conflicts of interest in his report.
According to him, in 2025, a total of 14,172 cases of non-compliance with restrictions on conflicts of interest in 87 organizations (of which 3,622 were actual conflicts of interest, 10,550 were potential conflicts of interest) were identified, and measures were taken to eliminate them in a timely manner.
Administrative offense reports were drawn up and sent to the courts against 559 officials who did not comply with the requirements of the Law on Conflict of Interest.
