Capacity utilization of the Fergana Oil Refinery is planned to be increased from 40% to 65% by the end of the year, with further growth projected. This was discussed during a presentation of oil and gas industry projects to the President of Uzbekistan, Shavkat Mirziyoyev, according to his press service.
The enterprise has completed repairs on its main technological units. As a result, diesel fuel production increased by 30%, bitumen by 60%, and aviation kerosene fivefold.
The presentation also addressed measures to boost production output and improve the refinery's financial health. These include ensuring stable supplies of raw materials, making efficient use of existing capacities, and reducing the enterprise's debt.
As a reminder, it became known in June that the Fergana Oil Refinery had once again come fully under state control. The State Assets Management Agency is listed as the sole founder of the enterprise, whereas as recently as May, 41.5% belonged to Saneg. In 2022, the refinery was sold to the company for 100 million dollars, but the investor did not pay the full amount.
At the end of 2025, the Fergana Oil Refinery incurred a loss of 538.1 billion soums. In January 2026, as part of measures for the financial stabilization of Enter Engineering, Eriell Group, and Saneg, the government instructed a working group to prepare proposals for new investors capable of completing a number of strategic projects, including the modernization of the Fergana Oil Refinery.
