Anti-corruption control structures in state organizations have been regulated
The activities of compliance and anti-corruption internal control structures of state bodies and organizations, as well as enterprises with state participation, have been regulated.
In accordance with this document, the tasks, functions, rights, and obligations of compliance and anti-corruption internal control structures, as well as the procedure for organizing their activities in state bodies and organizations, and in business entities with a state share of 50 percent or more in the authorized fund (authorized capital), are being defined.
According to it:
- internal control structures shall take measures to detect and prevent cases of corruption at an early stage, eliminate factors causing corruption, and prevent conflicts of interest;
- the organization of the activities of internal control structures shall be carried out jointly by the Anti-Corruption Agency (Agency) and state bodies and organizations;
- internal control structures shall be established in the form of a service, department, or shall consist of a position;
- minimum requirements such as higher education, work experience, and a certificate of completion of special training courses on anti-corruption shall be established for heads and employees of internal control structures;
- KPI shall not be applied to the activities of heads and employees of internal control structures, bonuses derived from KPI shall be applied in the maximum amount, and reducing the KPI shall be carried out in agreement with the Agency;
- employees of internal control structures shall be under state protection, and they shall be legally and socially protected.
