Another construction fraud: this time "Izmir Art Stroy"
In Tashkent, buyers have been left in limbo for several years because three residential projects named "Jarqo‘rg‘on", "Neom Tower", and "Kelajak uylari", initiated by "Izmir Art Stroy" LLC, were not completed on time. Buyers have sent numerous appeals to the Yashnobod district administration and the city prosecutor.
It is reported that this situation has been taken under the personal control of the acting prosecutor of Tashkent city, Anvar Ormonov, and the khokim of Yashnobod district, Bakhtiyor Rakhmonkulov. On their initiative, the company "Global Pipe Trade" was brought in to continue the projects. The head of the company, Kamoliddin Allamuratov, has assumed the obligations of the former construction company, including 10 billion soums in accounts payable.
Currently, a criminal case has been initiated against the heads of "Izmir Art Stroy", and proceedings have begun in the economic court. It was revealed that there are almost no funds left in the company's account, while its total debt obligations amount to 13 billion 347 million soums. Within the framework of the fraud case initiated in June 2026, more than 400 citizens have been recognized as victims, with the total damage reaching 173 billion soums. According to the prosecutor's office, the head of the company, Gulnora Hakimova, is in custody, while a person named Akmal, who managed financial matters, and several others are wanted.
It turned out that most buyers paid between 150 million and 500 million soums to the company, but construction work stopped a year ago. Despite this, company representatives had been distributing fake messages and videos as evidence in Telegram groups. A total of 2,688 apartments were planned to be built across the three projects, and nearly 90 percent of them have already been sold.
According to a representative of the newly involved construction company, they plan to make a profit from the unsold non-residential premises in the 3 projects and the 120 billion soums that have not yet been paid. A special new account will be opened for this money, and the funds will be spent exclusively on completing the houses. Currently, there is a problem with the "Kelajak" project: it was discovered that despite having a permit to build a 9-story building, the previous management arbitrarily built a 10th floor, and the apartments on this floor were also sold.
