**Patent validity is limited: Ministry of Internal Affairs introduces automated payment monitoring**

The Migration Service of the Ministry of Internal Affairs of Russia informs foreign citizens and their employers about the implementation of a new system for monitoring the validity of work patents. An automated service will be launched on August 10, 2026, which will make decisions on invalidating a patent in the event of late payment of the advance payment of personal income tax (PIT).

Foreign citizens working in Russia under a patent are required to make a fixed monthly advance payment of PIT. This payment confirms their continued right to work in the country. Failure to meet the established payment deadlines invalidates the patent, and the new digital service from the Ministry of Internal Affairs will automatically record such violations and make appropriate decisions.

To avoid errors when processing payments, the Ministry recommends that employers and other individuals making tax payments for foreign workers be especially careful when entering payment information.

In particular, the "comments" field for the payment must include the foreign citizen's full identification data:

* Last name, first name, and patronymic;

* Date of birth;

* Individual Taxpayer Identification Number (ITIN).

The Ministry of Internal Affairs explained that correctly entering this information will ensure faster and more accurate payment processing in the Ministry's information systems, helping to avoid situations where the paid tax is not associated with a specific patent.

If a foreign worker disagrees with the decision to revoke a patent, they have the right to contact the local branch of the Ministry of Internal Affairs of Russia that issued the document. Original receipts confirming timely payment of advance payments of personal income tax must be provided for consideration.

The new procedure is aimed at improving the effectiveness of labor migration controls and reducing the use of invalid patents. The Russian Ministry of Internal Affairs also urges foreign workers and employers to carefully monitor payment deadlines and ensure payment documents are properly completed.

It was previously reported that, as of August 4, a law has been in effect in Russia restricting certain rights of citizens abroad who are evading criminal or administrative sentences.
