It is planned to switch to a new approach to solving problems in the energy sector. President Shavkat Mirziyoyev was reported on the work carried out in the regions on the basis of the "Yangiyol experience" to ensure a stable supply of fuel and energy resources to consumers, increase energy efficiency, sharply reduce losses in networks and receivables.
Earlier, based on this experience, the task was set to create a model system in 14 districts, one of which was selected from each region. To this end, work was organized "neighborhood by neighborhood", to study the problems in the energy sector on the spot and take targeted measures. This process covered 916 neighborhoods, 832 thousand households, 49 thousand business entities and more than 2.2 thousand social sector facilities. An energy passport and a demand balance for energy resources were formed for each neighborhood.
As a result, for the first time, the gap between existing demand and capacity was accurately calculated at the level of neighborhoods. In particular, it was determined that 265 neighborhoods have a deficit of 60 megawatts of electricity, and 42 neighborhoods have a deficit of 47 million cubic meters of natural gas per year. Currently, 207 neighborhoods have a power reserve. This approach will allow for the future calculation of the demand for energy resources and the timely preparation of the necessary infrastructure.
On this basis, work on the modernization of electricity and gas networks has been accelerated. It was determined that 5,695 transformers, 6.9 thousand kilometers of electricity networks, 242 kilometers of gas networks, and 404 gas distribution devices in 14 districts require repair. Work has begun to improve their technical condition and transfer them to the "green" category. To date, 441 transformers, 1,134 kilometers of electricity and 88 kilometers of gas networks, as well as 92 gas distribution devices have been repaired. Some of the facilities that were started in previous years as part of investment programs but were not completed have also been put into operation.
According to calculations, in the next five years, the demand for energy resources in these districts is expected to increase by 49 percent. Therefore, taking into account the projects to be launched in the future, a five-year program has been developed to ensure reliable and sustainable supply of energy resources to the population and entrepreneurs. It stipulates the renovation of 2,261 transformers and 7,449 kilometers of electricity networks in 721 neighborhoods, and 313 gas distribution facilities and 327 kilometers of gas networks in 200 neighborhoods. As a result of these works, it is planned to create an additional 1,300 megawatts of transmission capacity in the regions.
Energy consumption in social sector facilities was also studied. A total of 1,938 facilities were analyzed for energy consumption, and 226 of them, which were considered inefficient, were included in the "red" category. A program has been developed to transfer them to an energy-efficient system, and practical work has begun. As a result of these measures, it will be possible to save 4.3 million kilowatt-hours of electricity and 2.1 million cubic meters of natural gas per year.
The Head of our state emphasized the need to introduce it in all districts of the republic, not limiting himself to this approach used in 14 districts. The authorities were instructed to organize work "neighborhood-wise" in all regions, form energy passports and energy consumption balances, conduct targeted studies of the state of the networks, and gradually eliminate the identified problems. The goal is to move from the practice of "eliminating the problem after it arises" in the energy sector to the system of "identifying the problem in advance, planning the necessary measures and preventing it."
The meeting also considered the issues of transferring the management of the regional power grids of the Samarkand region to foreign investors and accelerating the projects for the construction of the "Surkhon - Puli-Khumri" high-voltage network.
