President Shavkat Mirziyoyev announced new initiatives based on the issues raised by entrepreneurs at a meeting with them. The head of state announced the creation of a comprehensive ecosystem that will correspond to each stage of business.
The first direction is to ensure a sustainable growth trajectory for entrepreneurship. Now the “Business Start” programs will be introduced for new entrepreneurs, “Business Lift” for those who have established production, and “Business Upsurge” for those who are moving to a new stage of growth.
Within the framework of the “Business Start” program, entrepreneurs will learn how to create projects, credit documents, and report using artificial intelligence. 100 billion soums will be allocated for this purpose, ready-made business plans and unsecured loans of up to 200 million soums will be provided.
The President noted that “We will not just give loans to entrepreneurs, but create a comprehensive system that will support them from the very beginning, from the first step to the end, until they turn into a big business.”
One of the most important issues for small entrepreneurs is collateral. Therefore, a “counter-guarantee” system will be introduced, which will allow for the provision of credit based on the actual value of the business.
According to this system, for loans up to 10 billion soums, the state will assume 30% of the collateral, the Business Guarantee Company will assume 30%, and banks will assume 15%. The entrepreneur himself will only need to find 25% of the collateral.
