"$4 million" hotel: Aziz Toshtemirov makes new claims against the head of the Migration Agency

Aziz Toshtemirov, who is on the international wanted list in the "Korean case", has made another serious accusation against the head of the Migration Agency Behzod Musayev.

According to Toshtemirov, the "Consti" hotel, located in the Yakkasaroy district of Tashkent and commissioned last year, belongs to Musayev's family members.

"Isn't at least $4-5 million of the $90 million here? In the heart of Tashkent, right behind the "Russia" hotel, there is a brand new hotel called "Consti Hotel". The current market value of this hotel is at least $3-4 million. Its owners are the wife, son and daughter of the director of the Migration Agency, Musayev Behzod Anvarovich," Toshtemirov wrote on the "Korea 24" telegram channel.

**How well-founded are the claims?**

According to the Unified State Register of Enterprises and Organizations, the family enterprise "Consti Hotel" was registered on February 12, 2025. The authorized capital is 5 million soums, and the type of activity is hotels and similar residential facilities.

The founders of the enterprise are Karimova Munisakhon Behzod kizi (50 percent) and Musayev Abdulbasithon Behzod oglu (50 percent). Musayeva Dildora Faridonovna is listed as the head.

Behzod Musayev himself has not yet responded to Toshtemirov's above claims. The press service of the Migration Agency informed Kun.uz that these claims are not directly related to the activities of the agency.

For information, Behzod Musayev served as the Minister of Poverty Reduction and Employment from December 2022 to September 2024. In September 2024, he was appointed head of the Foreign Labor Migration Agency under the Ministry of Poverty Reduction and Employment. In October of this year, the Foreign Labor Migration Agency was liquidated, and the Migration Agency under the Cabinet of Ministers was established in its place, and Musayev was transferred from the post of head of the liquidated agency to the head of the newly established organization.

**Is there a restriction in the legislation?**

According to the laws "On Conflict of Interest" and "On State Civil Service", the wife, children and other close relatives of a civil servant are not prohibited from owning large properties (housing, commercial facilities, cars). That is, even if the valuable property was purchased directly while the civil servant was in office, there is no direct restriction in the legislation on the right of relatives to purchase property. However, several strict requirements and legal mechanisms come into play in this process:

* Civil servants are required to submit declarations not only about their own income and property, but also about their spouse and minor children.

* If large properties are registered in the name of a spouse or child during their tenure, the funds used to purchase them must have a legal source (entrepreneurship, inheritance, official income, etc.).

* A sharp and unjustified difference between officially confirmed income and the value of the acquired large property is an indicator of corruption risk and may give rise to financial and criminal investigations.

* It is also strictly prohibited for a civil servant to use his official powers to make decisions that serve to increase the property of family members - in particular, to create favorable conditions for them in public procurements and tenders, to provide benefits or subsidies.

Earlier, Kun.uz published an article about Aziz Toshtemirov's "compromise" against the former and current heads of the Migration Agency. Among them are serious accusations of demanding valuables, falsifying exams, fraud, and attempting to embezzle state funds, as well as correspondence, audio recordings, and a number of official documents and letters. In turn, the Migration Agency also expressed its reaction to the accusations. It stated that Toshtemirov had purchased 7 real estate properties worth a total of $1.5 million in the names of his relatives during his time at the agency, and questioned where he, as a civil servant, received all this money.
