Uzbekistan Moves to Tighten Control Over Foreign Labor

Uzbekistan's Oliy Majlis, the country's parliament, has advanced legislation aimed at increasing oversight of foreign workers.

The Legislative Chamber reviewed and passed in its second reading a bill proposing changes to the Code of Administrative Responsibility. This draft law introduces penalties for foreign nationals and individuals without citizenship who are employed in Uzbekistan without the necessary work permits.

The proposed legislation also outlines which government bodies will handle these administrative infractions. The State Labor Inspection, internal affairs agencies, and criminal courts are designated as the authorities responsible for adjudicating such cases.

Furthermore, the bill addresses situations where foreign citizens and stateless individuals perform jobs not explicitly listed on their valid work permits, establishing liability for such actions.

During the parliamentary debate, members emphasized that the legislation seeks to curb labor-related violations and enhance the safeguarding of citizens' employment rights. They also highlighted that these measures are expected to improve Uzbekistan's standing internationally.

After its passage by the deputies, the draft law has been sent to the Senate for further review.
