Uzbekistan lawmakers approve bill defining Presidential Administration's powers
Uzbekistan's Legislative Chamber has given its initial approval to a proposed constitutional law that would delineate the legal standing, primary responsibilities, and structural organization of the Presidential Administration.
Legislators stated that this bill was crafted to align with the stipulations of Uzbekistan's Constitution. Its purpose is to constitutionally define the Presidential Administration's role within the national governance framework, its legal status, and its principal areas of operation.
As per Article 109 of the Constitution, the president is responsible for establishing the Presidential Administration to offer organizational, legal, and analytical assistance in the execution of presidential duties, and for appointing its leader. The Constitution further mandates that the administration's legal status, core functions, operational procedures, and authorities must be legally defined.
The proposed legislation clarifies that the president establishes the Presidential Administration, and its head is appointed and removed by the head of state. It also details the institution's legal standing, guiding principles, organizational structure and processes, and its interactions with government bodies and other entities. Additionally, the bill outlines safeguards for the activities of the administration's officials, management, and civil servants.
Furthermore, the legislation establishes a framework for the Presidential Administration's collaboration with compliance and internal anti-corruption control units within government agencies and organizations.
Lawmakers believe that enacting this constitutional law will bolster the legal mechanisms supporting the president's functions, enhance coordination among state institutions, and improve the efficiency of public administration.
The Presidential Administration was initially formed by a presidential decree on August 26, 2018. It provides the president with informational, analytical, and organizational oversight support. Saida Mirziyoyeva has led the Presidential Administration since June 24, 2025.
The draft law will now advance through the subsequent stages of the legislative process before it can be enacted.
