Uzbekistan Endorses Fresh Initiatives for Tashkent's Growth
Tashkent, Uzbekistan (UzDaily.uz) – President Shavkat Mirziyoyev has enacted a resolution, "On Additional Measures for the Socio-Economic Development of the City of Tashkent in 2026–2027" (No. PP-279, dated July 27, 2026). This resolution greenlights a series of initiatives designed to bolster the capital's investment capacity, empower its youth, and enhance its cultural facilities.
The resolution stipulates that innovative socio-economic development strategies will be trialed in Tashkent as a pilot program, continuing until January 1, 2031.
Among these provisions, the city hokim will gain the authority to allocate land parcels within designated special economic and industrial zones to individual districts through official decisions. This move seeks to amplify districts' engagement in investment, foster stronger collaborations with industrial hubs, and boost the volume of projects undertaken.
Furthermore, the resolution mandates the creation of a Youth Creative Park within the existing Youth Center building located in the Almazar district. This new facility will be dedicated to nurturing promising startups, offering instruction in foreign languages and contemporary skills, and encouraging literacy.
To bolster the book sector, entrepreneurs affiliated with the Toshkent Kitob Tijorat association will be authorized to erect lightweight book kiosks in bustling public areas, marketplaces, prominent shopping centers, and along main thoroughfares. They will also be granted permission to establish Book Cafes and designate "book streets" within the capital's pedestrian zones that operate around the clock.
An additional requirement outlined in the resolution is that all shopping centers exceeding 5,000 square meters in floor area must incorporate bookstores.
The overarching goal of this resolution is to advance Tashkent's urban infrastructure, elevate the city's appeal for investors, and broaden public accessibility to cultural and educational venues.
