Tashkent Khokim Calls for Humane Treatment of Animals
Tashkent Khokim Shavkat Umurzakov expressed deep concern over cases of animal cruelty and pledged to establish a modern stray animal management system.
Tashkent's Mayor, Shavkat Umurzakov, has voiced significant apprehension regarding the escalating incidents of animal cruelty and neglect. He announced plans to advance the establishment of a contemporary management framework for stray animals into an operational phase, as reported by the capital's administration.
The khokimiyat observed that reports of animal abuse are surfacing almost daily. City officials believe that recent occurrences underscore the necessity for not only swift action in such instances but also the consistent cultivation of a societal ethos characterized by compassion, accountability, and reverence for all living beings.
The administration highlighted that benevolence, empathy, and solicitude for the defenseless have historically been intrinsic to the people of Uzbekistan, and that animal cruelty runs counter to national customs and principles. They further asserted that the treatment of those incapable of self-protection reflects society's moral standing.
To achieve these aims, a working session was convened with Shokhrukh Mamadjanov, Head of the Khokim's Administration of Tashkent; Iroda Matkarimova, founder of the "Hayot" shelter for homeless dogs; and representatives from the urban improvement department and the stray animal control service.
As indicated by the khokimiyat, the proposal encompasses not only the construction of a dedicated dog shelter but also the development of an extensive system that includes humane capture, veterinary assessment, immunization, sterilization, medical care, temporary accommodation, and rehoming of animals.
The initiative intends to engage specialized professionals, veterinarians, representatives from non-governmental organizations, and the volunteer community.
The city administration also urged residents, pet owners, and public organizations to actively participate in promoting responsible animal welfare, to speak out against instances of cruelty, and to endorse animal protection efforts.
The khokimiyat stressed that Tashkent ought to be a secure and pleasant environment for both its inhabitants and animals, and that the welfare of its citizens is intrinsically tied to the humane treatment of both domestic and stray animals.
