President Reviews Energy Reform and Winter Preparedness Measures

President Shavkat Mirziyoyev of Uzbekistan received an update on the progress of energy sector reforms, initiatives to enhance the reliability of electricity and natural gas provisions, and preparations for the upcoming autumn-winter period, as reported by the presidential press service.

The presentation highlighted that these efforts align with directives issued by the president during a videoconference held on July 27, 2026, which focused on critical issues within the fuel and energy sector. During that meeting, a comprehensive strategy was outlined, encompassing improvements in sector governance, ensuring consistent electricity and gas availability, minimizing accidents and energy waste, organizing operations at district and mahalla levels, developing regional energy balances, inventorying networks and equipment, and integrating digital technologies and artificial intelligence.

The president was informed about the actions taken by the new leadership of the Ministry of Energy, Regional Electric Networks JSC, and Uzenergoinspection in executing these instructions.

In Yangiyul District, a specialized task force has been established to enhance electricity and gas supplies. This team is conducting open forums with entrepreneurs and residents to address concerns such as power and gas interruptions, capacity deficits, low gas pressure, technical connection requirements, and outstanding debts. This model from Yangiyul District is slated for expansion to 13 additional districts before being rolled out nationwide.

Furthermore, measures are being implemented to boost transparency and adherence to regulations concerning the issuance of technical connection requirements for businesses seeking access to electricity and gas networks, alongside efforts to combat corruption.

As part of the autumn-winter season preparations, authorities are upgrading problematic networks and equipment, implementing strategies to reduce energy losses, improve energy efficiency, and eliminate causes of emergency outages. Concurrently, an electronic system is under development to disseminate instructions to sector employees, track their implementation, and assess performance against specific metrics.

The Ministry of Energy has been directed to establish a unified management system for the sector, coordinate specialized enterprises, ensure timely execution of investment projects, and oversee systematic preparations for the autumn-winter season. Regional Electric Networks JSC has been tasked with improving electricity supply reliability, progressively modernizing infrastructure, reducing emergency outages, and enhancing customer service. Uzenergoinspection has been instructed to intensify oversight of efficient energy resource utilization, compliance with technical standards, reduction of energy losses, and acceleration of energy audits for major consumers.

Significant attention was also given to winter preparations in mahallas with limited gas access, increasing private sector involvement in liquefied gas supply, and leveraging artificial intelligence for monitoring energy sector processes.

Following the presentation, the president directed officials to implement the planned measures with a targeted approach based on precise calculations, ensuring stable electricity and natural gas supplies for both the population and the economy.
