Cabinet proposal blocks commercial build on vacated state land

A new draft resolution put forth by the Cabinet of Ministers seeks to convert state land, made vacant by the relocation of government agencies and industrial facilities, into public parks. The proposal, which has been released for public comment by the National Committee for Ecology and Climate Change, specifically addresses properties previously occupied by state educational institutions, medical facilities, and high-risk industrial plants (those in environmental hazard categories I and II).

The draft resolution aims to prohibit the commercial development of these newly available plots. This would prevent the construction of residential complexes, shopping centers, administrative buildings, or new industrial zones on these sites.

Before any park development can commence, provincial administrations and relevant agencies are mandated to conduct a comprehensive inventory of the sites. Vacated industrial zones will also be subject to stringent environmental impact assessments, waste remediation, and soil reclamation to ensure safety.

To finance and oversee these projects, the government intends to involve the private sector through open tenders and public-private partnerships. Commercial activities within the parks will be strictly limited, with only lightweight visitor infrastructure allowed, provided it does not diminish green spaces or harm existing trees.

For the sake of transparency, the Committee for Ecology plans to publish comprehensive details for each new park on its website. This information will include the park's address, total area, percentage of green coverage, tenant information, and public contact details.
